If Senhor Galucci's comments are accurately attributed he is a fool. Timor's justice systems is patently dysfunctional. Perhaps he should do his reading, open his eyes and ears, and pay attention. If he is incorrectly attributed, he should make it known that these are not the opinions of the UN - which itself has been consistently remarking on how poorly the justice system works in Timor.
