People train to be pilots if they are going to have planes and or helicopters to fly.  Unless of course you need a pilots license for an APC or a patrol boat.  Planes and helicopters in OJE 2012?

In yesterday newspapers there were reports from F-FDTL defence force that they intend to purchase weapons in order to upgrade so they can train more with the USA and others.  In 2009 the 11th Marine Expeditionary Unit was in Timor trainning with the Timorese defence force.  

What were they training with?  

This give some ideas as to what F-FDTL may be wanting to buy. A F-FDTL realmente precisa de mais armas? Parece que poderia ser um problema,  mas eles podem obter algumas armas depois de os barcos.

This should go very well after 8 F-FDTL allegedly assaulted a US Navy Seabee at Guitar bar last Saturday evening. The Seabee sustained broken jaw/neck? and is in Australian hospital.

East Timor to hold first joint military exercise with US

Dili - East Timor is scheduled to conduct its first joint exercise with the US military this month to bolster the skills of the country's armed forces, US officials said Thursday.

Members of the 11th Marine Expeditionary Unit and the US Navy are due to be in East Timor from October 13 to 23 to hold joint military exercises with the Falintil-FDTL (Force de Defesa de Timor Leste), said Hans Klem, the US ambassador to East Timor.

"The primary focus is to work with FDTL to learn from them in their skills and to share our skills," Klem said.

The exercises will include humanitarian assistance activities and field exercises to enhance cooperation and partnerships between the US and Australia, whose troops will also participate.

There will be jungle, urban and infantry training, beach landings and engineering and medical projects, US military captain Brannan Simi said at the US embassy in Dili on Thursday.

"In partnership with the East Timor force and the international stabilization force, the US Marines and sailors will also be conducting limited training ashore," said Simi.

East Timor, one of the world's newest countries, has a small force of 1,300 personnel that the government hopes to boost to 2,000 by the year 2012.

Illegal fishing is currently the country's main external security issue.

"I myself have requested them to provide training to the F-FDTL in terms of Peacekeeping Forces, but so far no plan has been submitted to us."

Unless I have missed out something but when an institution requests for help, in this case, 'to provide training to the F-FDTL', it is the interested institution, in this case The Department of State and Security, under Mr Pinto tutelage, that should submit a plan, perhaps in conjuction with F-FDTL and even through the government and not UNMIT!

What a luxury! "Beggars have the ultimate right to choose". A Department request for help and demand that the donor institution submit a plan!

A constructive suggestion: What about if the Secretary of State and Security put forward a specific plan and submit it to the UNMIT?

USA: OFFICIAL POSITION

On the one hand the USA pays 25 cents of every dollar of UNMIT's $200 million/year budget - much of which is spent on PNTL assistance through UNPOL, and GNR rations etc.... on the other hand it tells its citizens to be careful, as PNTL, UNPOL/GNR, or maybe F-FDTL migth shoot them by accident.

The U.S. Embassy in Dili would like to inform U.S. citizens that a number of security-related incidents have occurred in recent weeks at popular dining and entertainment establishments in Dili. These incidents, which typically have taken place during late night/early morning hours, have involved the use of weapons, including the discharge of firearms. The Embassy urges Americans to maintain constant vigilance and security self-awareness when visiting dining and entertainment establishments that are frequented by personnel from the various law enforcement and military entities present in Timor-Leste, particularly those establishments that serve alcohol.

Finally there was an incident involving Martial Arts Group fighting in Maliana over the weekend. Some issues arose regarding the involvement of the F-FDTL in the incident. This is currently being looked into.

Three Years Ago: Petitioners

Three years ago on this day the Petitioners protest turned violent and F-FDTL was called into the city of DILI.

Violence erupts outside the Government Palace on the last morning of the demonstration. Two civilians are killed, four persons suffer firearm injuries, two persons suffer other serious injuries.

55 - FFDTL e PNTL Opersaun Halibur 2008

Also on 8 May 2006 Minister of the Interior Lobato ordered the Commander of UPF, Antonio da Cruz, to deliver 15 HK33 semi-automatic assault rifles to his residence. These weapons were among the 180 HK33 firearms distributed legally to UPF. Eastern members of UPF had been disarmed by Commander da Cruz to make these weapons available. The Minister of the Interior arranged separately for PNTL ammunition to be delivered. He used the weapons to arm two distinct groups of civilians. The first was a group of 31 civilians under the command of Rai Los. The second was a group known as Lima Lima (55) under the command of Antonio Lurdes, aka Antonio 55. The Minister of the Interior told Commander da Cruz to give 10 of the rifles, 6,000 rounds of ammunition and 10 magazines to Rai Los in Liquiça. At about 10 p.m. that night Rai Los met Commander da Cruz in a cemetery to receive the weapons. During the same evening the Chief of Staff of the Minister of the Interior travelled to Ermera and gave the remaining five HK33 rifles and one crate of ammunition to Antonio 55. The Lima Lima group was told to await further instructions. At about 9 p.m. on 21 May Commander da Cruz and Rai Los met at a deserted location, this time near Maubara. On the instructions of the Minister of the Interior, Rai Los received a further eight HK33 weapons and 16 magazines.
